President & CEO

Reverend Doctor Tellis Jerome Chapman is a very dynamic individual and one of the more charismatic leaders and devoted Baptist ministers in the Greater Metropolitan Detroit area.

Dr. Chapman has played a prominent role in Baptist leadership at the state and national levels, contributing decades of service to faith-based organizations. He has served as vice moderator and first vice president of the Michigan District Baptist Association and Congress of Michigan, where he supported the oversight and coordination of church activities throughout the region. Additionally, he served as Parliamentarian for the Baptist Missionary and Educational State Convention of Michigan, guiding the organization in maintaining order and adherence to procedural standards.

From 2006 to 2015, Dr. Chapman served as President of this same convention, leading with a focus on spiritual growth, education, and community engagement. On the national level, Dr. Chapman served from 2010 to 2015 as Chairman of the Late Night Worship Auxiliary of the National Baptist Convention, USA, Inc., organizing impactful worship experiences during national gatherings. Beginning in 2014, Dr. Chapman also served as Director, Pastors and Ministers Division for the National Baptist Congress, a position he held for 10 years. In this role, he was instrumental in developing and supporting clergy across the nation through training, mentorship, and leadership development initiatives.

Dr. Chapman has held several notable civic titles and appointments in the state of Michigan, demonstrating a deep commitment to public service and community leadership. Appointed by Governor Gretchen Whitmer, Dr. Chapman served on the Michigan Commission on Law Enforcement Standards, where he contributed to maintaining and enhancing the professionalism and accountability of law enforcement across the state. 

He was also appointed to the Faith-based Advisory Board to the Governor of Michigan by Governor Jennifer Granholm, playing a key role in bridging the gap between state leadership and religious communities. In addition, Dr. Chapman was appointed chaplain for Wayne County, Michigan, by Sheriff Ray Washington, providing spiritual support and guidance to law enforcement personnel and the broader community.

Dr. Chapman is a visionary leader and advocate for social justice, community empowerment, and interfaith collaboration. He is the founder of the Interfaith Clergy Coalition of Michigan, an organization dedicated to uniting religious leaders across denominations to address critical social justice issues and strengthen community relations throughout the state. In addition to his interfaith work, Dr. Chapman founded and serves as President of Chapel Vision Community Development Corporation, an organization focused on revitalizing communities through outreach, education, and economic development initiatives.

He also established and leads the Mid-west Community Development Corporation, which serves the greater southeast Michigan region to promote community growth, housing initiatives, and neighborhood sustainability. Through these organizations, Dr. Chapman has made a lasting impact on countless lives across Michigan.

Dr. Chapman has been actively involved in various leadership roles at both the national and local levels, reflecting his broad influence and commitment to public service and education. He served as a former board member of the National Baptist Convention, USA, Inc., a position to which he was appointed by President William J. Shaw, contributing to the strategic direction of one of the largest African American religious organizations in the country. In civic leadership, Dr. Chapman was appointed by Mayor Mike Duggan as commissioner for the City of Detroit Department of Transportation, where he played a role in overseeing and guiding transportation policies and services for Detroit residents. 

His dedication to theological education is also evident through his service on the Board of Trustees for two prominent institutions: American Baptist College, Nashville, Tennessee, and Johnson C. Smith Theological Seminary, Atlanta, Georgia. In these roles, Dr. Chapman has helped shape the future of theological training and leadership development.

Dr. Chapman’s academic background reflects a lifelong dedication to theological education and social sciences. In 2024, he earned a Doctor of Ministry degree from United Theological Seminary, Dayton, Ohio, further deepening his expertise in ministry and leadership. This followed his 2020 completion of a Master of Arts in Christian Ministries from the same institution, demonstrating a continued commitment to academic and spiritual growth. 

Dr. Chapman began his higher education journey with a Bachelor of Arts in Sociology from Jackson State University in 1983. The experience provided a strong foundation in understanding social structures and human behavior. In recognition of his contributions to ministry and community service, he was awarded an honorary doctoral degree from Natchez College, Natchez, Mississippi.

Dr. Chapman is married to the former Eunice F. Newsome, and has four adult children: Cecil, Brandie, Candace and Brannon; and two granddaughters, Chloe and Cametrese.
